Title I

The purpose of Title I funding is to ensure that all children have a fair, equal, and significant opportunity to obtain a high quality education and reach, at minimum, proficiency on challenging state academic achievement standards and state academic assessments.

The basic principles of Title I state that schools with large concentrations of low-income students will receive supplemental funds to assist in meeting student’s educational goals. Low-income students are determined by the number of students enrolled in the free and reduced lunch program.
 
Title I has three major goals:
  • Enabling all children to meet high standards
  • Promoting active engagement by parents and families in the child’s education
  • Increasing the expertise of staff through staff development opportunities
How is money allocated to states? To districts? To schools?
  • The amounts allocated to the states directly reflect census data indicating poverty
  • A formula is then used to allocate money to individual schools. Only schools whose low-income percentage is higher than the district average are eligible to receive Title I funds

What is Appleton’s focus for Title I instruction?

  • The elementary focus of Title I will continue
  • The primary content area focus is targeted around English Language Arts (ELA) and math instruction
  • Four preschool classes are supported. Children are eligible on the basis of preschool screening

Twelve elementary schools have Title I staff:

Private schools pool their monies to support a teacher who divides time between identified students on a weekly basis and provides supplemental instruction to elementary homeless students in non-Title I schools.

Test data and classroom teacher input affirms the focus and identification of students needing assistance on a yearly basis.

Who can participate in Title I instruction?
  • Any student in need of help is eligible to receive the services of the Title I teacher in a Title I identified building and/or attendance area
  • Private school students identified in need of instruction must reside in the attendance area of a Title I public school
  • A “Needs Assessment” is completed school-wide to identify students targeted for additional assistance in the content areas
  • Instruction and assessment are ongoing and monitored by the school, district, state, and federal levels through the Wisconsin Student Assessment System data. District assessment and informal measures also indicate progress
